Film Commissions of Ukraine: Features, Development Perspectives, Effective Models of Cooperation within the Film Industry of the Country, and Benefits for the Development of the Regional Economics

On September 15th, 2021, from 10:00 to 13:30, in parallel with the official KYIV MEDIA WEEK 2021 program, a special conference and round table on Film Commissions of Ukraine: Features, Development Perspectives, Effective Models of Cooperation within the Film Industry of the Country, and Benefits for the Development of the Regional Economics will take place. The session is supported by the Ukrainian State Film Agency and is organized in partnership with the Ukrainian Motion Picture Association.  

In the long-term perspective of Ukrainian film production development, the strategic direction is to build and ensure a network of regional film commissions. All over the world, film commissions are an essential tool for supporting film production – it is a point of entry for foreign partners in the regional market and an earnest of the state guarantees for international co-production. Film commissions also play a significant role in ensuring the sustainable development of the economies of cities and regions and are an additional mechanism for filling local budgets.

Filmmaking is a powerful component of the creative industrycontent production process stimulates the development of related economic sectors and helps increasing jobs in small businesses. Moreover, renowned projects shot in a particular region increase its visibility and attractiveness for the growth of the tourism business.

The conference aims to promote and systematize the activities of film commissions of Ukraine and to stimulate their interaction with all branches of local government and representatives of the content industry”, – says Maryna Kuderchuk, head of the Ukrainian State Film Agency (Ukraine).
The event will consist of two parts:

Module 1 (10:00-11:30) – representatives of the current film commissions of Ukraine, Ukrainian state film agency, regional state administrations, authorities, and heads of industrial associations in the filmmaking industry will discuss current issues and problems related to the activities of film commissions of Ukraine and outline ways to solve them.

The discussion will focus on the following thematic areas: unification and systematization of the work of film commissions of Ukraine; synergy between film commissions, local authorities, producers, and location managers; creation of necessary conditions for ensuring transparency, convenience, and accessibility of the activity of film commissions of Ukraine; exchange of experience in the implementation of successful cases of cooperation with Ukrainian film commissions; coverage of participation and state support in the activities of film commissions of Ukraine; encouraging and promoting the development of location management potential in Ukraine.

Unit 2 (12:00-13:30) – online speech by Alexandra Luetkens, representative of the Hamburg and Schleswig-Holstein Film Commission (Germany). The expert has more than 20 years of experience in film commissions and is a member of the Board of Directors of the European Film Commission Network (EUFCN).

The speaker will tell Ukrainian colleagues about the operation algorithms of film commissions in Europe, their role in the economic development of each region, the need for a transparent and convenient system of interaction between film commissions, local authorities, and representatives of the film industry.
After the speech, the key insights of the event will be discussed among all its participants.

Anna Volkova, head of international projects of the Ukrainian Motion Picture Association (UMPA) will moderate the round table.
